Chief of Party

PSI

PSI is recruiting a Chief of Party, to be based in Luanda, Angola.

Duties
  • Provide oversight of policy and technical guidance to implementing partners to ensure quality of service provision and alignment of priorities
  • Lead internal and external program planning and reporting including annual work planning with technical and implementing partners, including capacity building and technical assistance
  • Provide quality and timely management of project lifecycle for all current donor projects including meeting programmatic and financial deliverables
  • Develop and steward project deliverables and budgets consistent with both organizational and donor requirements
  • Meet financial and other reporting requirements as required by USAID and PSI/Washington
  • Monitor development and implementation of annual work plans, and serve as the catalyst for building capacity of national, provincial, and municipal stakeholders and government
  • Supervise evidence-based research activities to support program decisions in order to evaluate and measure program effectiveness and to maximize health impact
  • Assist the Country Representative with other duties as necessary
  • Provide overall oversight of the project and maintain effective and regular communication with donors, implementing partners, Angolan government entities and the private sector
  • Serve as the focal point for engaging in policy dialogue with the MOH at central, provincial and municipal levels in conjunction with donors on key issues relevant to service delivery within Angola
  • Oversee the development of synthesizing and disseminating lessons learned from projects between implementing partners
Requisites
  • Master’s degree or higher in Public Health, business, management or related field
  • Familiar with U.S. Government regulations (e.g. Federal Acquisition Regulations and Foreign Assistance Act)
  • Fluent in English and Portuguese
  • Creative, innovative and strategic thinker, with: excellent communication, analytical, organizational, interpersonal and cross-cultural skills; and proven ability to produce results
  • Demonstrated skills in effectively working with government, donors, other USAID projects, local organizations and partners;
  • Able to successfully recruit, train, develop and manage staff
  • Able to manage agreements and all required programmatic and financial reporting requirements, including sub-grants management;
  • Can effectively deal with and resolve conflict
  • Have excellent management skills
  • Able to perform internal control functions to manage day to day operations of the project
