World Vision is recruiting a Chief of Party, to be based in Huambo, Angola.

Purpose of Position
  • The main output of the project is that Information intelligence services are established and made available to 100,050 food producers.
  • This should lead to the following outcomes: Contribute to up to 10% increase in food production and income
  • Contribute up to 25% more effective water use in irrigated agriculture
  • The information services are being used effectively
  • A local enterprise is set-up and financially sustainable
  • The envisaged impact of the effective use of Mavo Diami product and services is i) strengthened resilience of smallholder farmers to climate change; ii) improved soil sustainability and land allocation; and iii) improved self-reliance of smallholder farmers due to sustainable food and income security. In turn, this will contribute to a more stable agricultural economy in Angola
Duties
Strategic Leadership
  • Adopt the use of new technologies and existing project models when applicable
  • Oversight the implementation of the activities, ensuring the project goals are meet
  • Participate in the Senior Management Team for project coordination, information sharing and contributing to WVA´s strategic initiatives
Programme Coordination and Effectiveness
  • Responsible for leading the Mavo Diami Program Management Committee which includes all program partners: GrupoLider KEPYA; Gaiavision; Aequator Groen & Ruimte; eLEAF; FutureWater; Weather Impact; IDA; Gesterra
  • Establish new partnerships with other private and government institutions such as UNITEL, FAO, INAMET and others
  • Ensure well-coordinated and effective communication with WVA´s Operations, Finance & Administration, Resources mobilization, M&E, Communications Units to ensure program effectiveness
Management & Financial Accountability
  • Review the monthly Financial Reports and monitor expenses against the budget. (Please note that other partners will receive their own funding)
  • Jointly with Support Services (Finance, Procurement, HR, and Administration) put in place measures to follow-up and monitor project implementation of audit recommendations
People Leadership & Management
  • Ensure that competent and motivated staff are hired and retained, and have valid contract at all times in the projects
  • Directly supervise one Business Development Manager (expatriate), three Field Supervisors (Local), and one M&E officer (local)
  • Establish annual performance and development goals for staff to ensure optimal performance
  • Provide team leadership to ensure goals/objectives are met in a timely manner
  • Lead capacity building processes for field staff; support professional and personal development of all staff in the base through on-the-job coaching, identification of learning and cross-training needs and opportunities; ensure that all staff are appraised periodically
  • Resolve and manage conflicts within teams so as to maintain team spirit and well-being
  • Recommend staff disciplinary measures to Management. Collate and submit annual leave plans for submission to People and Culture Department
Programme Planning, Management, Monitoring and Evaluation
  • Overall management and coordination of the MAVO DIAMI program
  • Managing the WV component of the program
  • Lead planning and implementation processes involving Assessments, Designs/Redesigns, Baselines, Evaluations and Transition as well as Lessons Learnt Events in the projects
  • Conduct project visits
  • Ensure high level of quality program in alignment with World Vision standards and development approach
  • Ensure the preparation, compilation and submission of quality, timely monthly, semi-annual, annual and other special reports by Project
Requisites
  • A minimum Master's degree in Economics, Development, Agriculture, or Environmental Science, and qualifications in grant management in developing countries
  • 10 years of extensive international development experience managing large grant-funded projects and preferably experience of successfully managing Dutch Government grants
  • Fluency in English and Portuguese (or Spanish) is required
  • Proven ability to manage technical assistance teams
  • Keen understanding of the unique political dynamics of the country and ability to work carefully and collaboratively to maintain productive relationships with the various government entities in Angola (previous working experience in the country will be considered a plus)
  • Proven ability in the management of large integrated grant-funded projects in developing countries
  • Ability to integrate teams of professionals around common goals
  • Demonstrated accomplishment in working with host-country professionals, ministries and with donor colleagues in country
  • Strong communication, presentation and report writing skills are required
  • Experience of leading large and diverse teams
  • Experience in leading and managing large grants in a complex environment
  • Experience managing sub grants and contracts under grants for complex projects
  • Professional licenses, as required in the field and by the donor
