UNICEF is recruiting an Emergency Specialist (Humanitarian Affairs), P-4, to be based in Luanda, Angola.
Duties
- Humanitarian emergency preparedness:
- Develop and update country preparedness and response plans and establish early warning mechanisms to ensure more effective preparedness and response to specific emergencies
- Develop emergency preparedness and response plans addressing gender issues that may be expected to intensify during emergencies
- In the event of an emergency, take prompt action to assess local conditions, establish UNICEF's presence, determine priorities, and prepare a response
- Establish longer-term requirements for emergency interventions
- Support the Country Office (CO) Senior Management with timely updates and analyses on humanitarian needs and response
- Represent UNICEF at all humanitarian and resilience related fora at the strategic level
- Support Monitoring & Evaluation and results monitoring for the humanitarian programmes and identify course correctors as needed with Sections
- Coordination and management of humanitarian emergency response and programmes:
- Provide leadership, guidance, and direction for overall emergency programme development, design, planning, implementation, and management within the Country Office context
- Provide support to the establishment and coordination of UNICEF operational field presence
- Provide policy & technical advice to the Heads of Section and Cluster Coordinators on programme and fundraising strategies for emergency response
- Facilitate the coordination between Heads of Section and Cluster Coordinators
- Holds primary responsibility for the formulation of emergency programme goals and objectives and the development of strategies and innovative approaches
- Holds shared responsibility for strategic recommendations and decisions on situation analysis, programme/project planning, implementation, and evaluation as well as administrative decision making on the use of funds and human resources that have a significant impact on emergency projects
- Ensure key actors are mapped (including non-state entities) and advocacy guidance to management is provided or advocacy directly is undertaken on international humanitarian law principles, access, and other key humanitarian related issues
- Develop and maintain databases on country/regional information
- Identify and track available resources in emergency-prone areas and establish response logistics
- Resource mobilization and donor relations:
- Provide strategic & technical advice to the Heads of Section and Cluster Coordinators (Child Survival/Health, WASH, Education, and Child Protection) on programme strategies in emergencies, as well as the fundraising process for a humanitarian response (Pooled Fund, Central Emergency Response Fund (CERF) etc.)
- Coordinate, facilitate and monitor donor relations - fundraising, proposal formulation, grants management and reporting
- Ensure programme advocacy and negotiations with humanitarian stakeholders (Department for International Development (DFID), United States Agency for International Development (USAID), The Office of U.S. Foreign Disaster Assistance (OFDA), Swedish International Development Cooperation Agency (SIDA), UNICEF National Committees, etc.)
- Support Country Offices to deliver integrated emergency programming
- Partnerships and advocacy:
- Coordinate UNICEF’s partnerships for emergency response, identify key stakeholders and priority engagement
- Liaise with a government, UN agencies, donors and other groups to appeal for aid; identify and coordinate with implementing partners
- Provide support to the senior management for an adequate representation of UNICEF in inter-agency coordination fora, including the Humanitarian Coordination Team (HCT), Inter-Agency, Inter- Cluster and Cluster meetings and occasionally to Security Management Team (SMT) and UN Country Team (UNCT)
- Coordinate requests for support for the emergency response with the Regional Office (RO) and Headquarters (HQ)
- Assist management with humanitarian advocacy by advising on the right approaches and key stakeholders to engage or by undertaking direct advocacy actions, either public or private
- Contribute to and support the new ways of working with a focus on bringing together humanitarian and development partners to bridge the divide and help build more resilient communities
- Where relevant, coordinate and/or oversee cluster coordination functions for UNICEF in-country leads
- Strategic & technical advice to the Heads of Section and Cluster Coordinators (Child Survival/Health, WASH, Education, and Child Protection) on programme strategies in emergencies, fundraising processes for a humanitarian response (Pooled Fund, CERF etc.) and partnerships for emergency response
- Review and quality assurance for UNICEF commitments in Humanitarian Appeals as relevant
Requisites
- An advanced university degree in social sciences, public administration, law, or a related discipline, preferably with a combination of management, administration, and relevant technical fields
- A first University Degree in a relevant field combined with two (2) additional years of professional experience may be accepted in lieu of an Advanced University Degree
- Specialized training/experience in emergency response management highly desirable
- A minimum of eight years (8) of progressively responsible professional experience in programme/project development, planning, implementation, monitoring, evaluation and administration, including in developing countries and/or emergency settings
- Experience in analyzing trends in humanitarian issues, emergency preparedness, and response management
- Fluency in English is required. Knowledge of a second UN language particularly, French or Arabic, would be an asset
Benefits
- The remuneration for UNICEF staff in the Professional and above categories is made up of two main elements: a base salary and post adjustment
- Base salary: The salary scales for the Professional and higher categories are based on five Professional grades (P-1 to P-5), two Director levels (D-1 and D-2) as well as the levels of Assistant Secretary-General and Under-Secretary-General. The scales are expressed o gross and net base salaries and applied uniformly, worldwide, by all organizations in the United Nations common system.
