UNICEF is recruiting a Health Manager, P-4, to be based in Luanda, Angola.
Duties
- Plan and provide technical support/guidance to the preparation/design and conduct/update of health component of the situation analysis to establish a comprehensive/coordinated strategic plan for development, linked to child survival related programs
- Prepare, coordinate and/or supervise the formulation of health strategies, interventions and related documentations as a component of the Country Program with clear program goals, objectives, strategies and results within the organizational results-based planning terminology and methodology (RBM)
- Program management, monitoring and delivery of results:
- Collaborate with government and internal/external partners adapt and agree on monitoring benchmarks, performance indicators linked to the UNICEF Regional compact and UN system indicators, and tools to assess/strengthen performance accountability, coherence and delivery of concrete and sustainable results in health programs
- Participate in monitoring and evaluation exercises, program reviews and annual sectoral reviews with government and other counterparts to assess progress and to determine required action/interventions to achieve results
- Assess progress, identify bottlenecks and potential problems and take timely decisions to resolve issues and/or refer to relevant officials for timely resolution
- Plan, monitor certify disbursements and control the optimum/appropriate use of sectoral program resources (financial, administrative and other assets) confirming compliance with organizational rules, regulations/procedures, donor commitments
- Prepare mandated and key health program/project proposals and reports for donors and other partners for resource mobilization and to keep them informed about program progress respectively
- Technical support for capacity building and social behaviour change communication:
- Work with government and partners to facilitate/plan/implement capacity building initiatives for health program development in planning, management, implementation, monitoring and reporting the impact on delivery of results
- In collaboration with the Communication section, prepare communication and information materials to highlight program goals, achievements and/or needs to promote awareness, establish partnership/alliances and support fund raising for health programs (maternal, neonatal and child survival and development)
- Provide technical guide in program cross sectoral strategic discussions – birth registration, ECD, C4D and/or contingency planning to contribute to health and development issues especially in the areas of gender, emergency preparedness and maternal, neonatal and child survival and development
- Advocacy, networking and partnership building:
- Prepare health policy papers, briefs and related program advocacy materials for management use, information sharing and/or resource mobilization use
- Build and strengthen strategic partnerships with health sector government counterparts, national stakeholders and global partners/allies/donors/academia through active networking and partnerships
- Participate and/or represent UNICEF in health fora discussions, including national planning on health and related issues to ensure organizational position and interests
- Innovation and knowledge management:
- Promote critical thinking and introduction of innovative approaches and good practices for sustainable health programs/projects initiatives, including equitable strategies for universal health coverage
- Contribute to the development policies and procedures and introduce innovation and best practices to ensure optimum efficiency and efficacy of sustainable programs and projects
- Keep abreast, research, benchmark and implement best and cutting edge practices in health management and information systems Institutionalize and share best practices and knowledge learned
Requisites
- An Advanced University Degree in public health/, Maternal and Child health, family health, Epidemiology, Immunization, Health System and health research, global/international health, health policy and/or management, or other health related sciences is required
- A minimum of 8 years of professional experience in public health/nutrition/EPI programme planning and management; and/or in relevant areas of maternal and neonatal health acre, health emergency/humanitarian preparedness, at the international level some of which preferably in a developing country is required
- Relevant experience in health/nutrition program/project development and management in any UN system agency or organization is an asset
- Fluency in English and Portuguese (written and verbal) is required. Knowledge and fluency in Spanish or French language is desirable
