Resource Acquisition And Donor Liaison Specialist

World Vision is recruiting a Resource Acquisition And Donor Liaison Specialist, to be based in Luanda, Angola.

Duties
  • Lead the implementation of WV Angola national resource acquisition strategy, and provide leadership towards goals set by the SLT on annual basis to realize the goal, ensuring alignment of grant funding with no strategy
  • Proactively identify grant opportunities through networking with potential donors and partners, and by developing a detailed knowledge of country level donor environment (mulitalterals, bilaterals, corporates, etc.), funding mechanisms, guidelines and procedures, including eligibility requirements, and donor calls for proposals keeping updates with the changes in the funding landscaping
  • Lead the process of risk assessment and go/no-go decision for potential opportunities
  • Working with technical specialists, participate as needed in joint agency assessments, task-force teams and workshops to maintain networks and awareness of opportunities, and to ensure WV Angola is recognised as a major organisation working in its priority sectors
  • Resource Acquisition: Lead the process of preparing funding proposals, including Grants, PNS projects and Corporate donors
  • Ensure proposals are prepared to a high quality and in alignment with required donor formats and standards
  • Working with the WV Angola Finance team, ensure budgets are prepared in the correct format including all necessary costs
  • Pay field visits to collect data from Project Managers for inclusion in proposals
  • Assist in the review of draft proposals prepared by NO staff, and provide technical inputs and English editing
  • Staff Capacity Building: Provide coaching and mentoring to staff in grant acquisition and grant compliance to develop WV Angola institutional acquisition capacity
  • Donor And Support Office Liaison: Cultivate and strengthen relationships with all current and potential priority donors (including USAID, USDA, the Global Fund, DFID, DFATD, DFAT, EU, the World Bank)
  • Ensure integration of sponsorship and Grant acquisition initiatives to maximise WV Angola targets for child well-being
  • Support project managers in providing updates to key WV Support Offices and the Regional Office and ensure adequate care and quality for the development of success stories for donors, Support Offices and Government
  • Collaborate closely with the Communications Team to produce stories and products that demonstrate grant results and Value for Money
Requisites
  • At least 5 years of experience with relief and development programmes
  • Experience in a developing country is a strong advantage
  • Proven track record of successful grant acquisition from institutional or government donors such as USAID, the Global Fund, DFID, DFATD, DFAT, the World Bank and others
  • Demonstrated ability to prepare and edit high quality reports for these types of major donors
  • Proven experience in community development work with a thorough understanding of sustainable development and sectoral interventions
  • Strong computer skills, data capture and basic data analysis. Experience of statistical analysis programs such as SPSS or Epi-Info preferred
  • Fluency in English and Portuguese
  • Professional licenses, as required in the field and by the donor
  • Preferred: Written and oral fluency in English is a requirement
  • Ability to communicate in Portuguese is an advantage
  • Proactive approach, good organisation and time management skills, and ability to prioritise and manage workload
  • Ability to engage at a strategic level with bilateral and multilateral donors, international organizations and partner NGOs and WV Support Offices
  • Strong budgeting and financial management skills
  • Leadership and teamwork capabilities that includes coaching and motivating staff to high level of performance, & engaging in effective cross cultural & cross functional working to achieve shared goals in the absence of direct line management authority
  • Experienced networker with strong negotiation skills and an ability to maintain a good up to date knowledge of the grant opportunities and trends in WV Angola priority sectors
  • Working knowledge of the WVI Partnership is preferred, along with the ability to interface sensitively with people from various departments in both field and support offices
