Duties
  • Understand and articulate the basic tenets of Internal Control and Generally Accepted Accounting Principles to other staff members, Train staff in proper financial record keeping procedures
  • Implement standard MSH procedures for the management and monitoring of the financial resources of the project office
  • Ensure that all payments comply with MSH rules and regulations, and that they are supported by adequate documentation
  • Apply basic A110, A122, A133 (U.S. Government) Cost and Audit Principles
  • Create and interpret financial reports (Pipelines, Budgets) and create journal entries
  • Create vendor identification numbers and records as necessary
  • Ensure that each invoice and payment request has the proper authorization and coding
  • Monitor advance requests to ensure that there are no outstanding advances for any particular individual
  • Supervise the entry of paid invoices and Travel Expense Forms into the QuickBooks System and oversee the preparation of supporting documents for check preparation and payment authorization (check signing) by the COMU Director
  • Monitor MSH bank account transactions and reconcile account with project expenditures
  • Ensure audit compliance utilizing principles of audit and performance
  • Maintain current standing with all mandated tax and registrations, including submission of payments and required reports
  • Assist the COMU Director in providing an audit interface between MSH Corporate Accounting, MSH external audit firm, and donor auditors
  • Oversee the staff handling of the petty cash account for the Pretoria office
  • Perform random checks of adherence to petty cash procedures
  • Manage all filing requirements for the Accounting office
  • Maintain updated folders of accounting forms, letters, and templates on the Pretoria network drives
  • Administer payments to grantees in accordance with criteria and guidelines set forth by USAID
  • Responsible for monitoring of the expenditure against budget
  • Perform other duties as assigned
Requisites
  • University degree in Accounting or Business Management, or equivalent certification from a business technical school, or a combination of relevant education and experience
  • Minimum four (4) years experience as a Senior Financial Analyst or possess advanced understanding of key aspects of accounting
  • Experience with U.S. government projects helpful, but not mandatory
  • Firm understanding and sense of importance in paying attention to detail
  • Experience managing and monitoring grantee finances a plus
  • Demonstrated computer skills in Microsoft Office Suite applications, especially Excel spreadsheets or comparable software
  • Ability in using basic accounting software (i.e. QuickBooks)
  • Demonstrated good judgment and sound financial "common sense"
  • Ability to create and monitor budgets; Understanding of the basic tenets of Cash Control, Asset Management, and Bank Reconciliation
  • Understanding of the principles of adequate documentation and of audit, and of the procedures necessary to ensure audit compliance
  • Advanced written and verbal proficiency in English including business terminology, and the ability to conduct business in English
  • Ability to work as an effective team member in a complex and fast paced environment
  • Ability to work independently, take initiative, and handle a variety of activities in a time-sensitive environment
