Management Sciences for Health is recruiting a Technical Advisor, to be based in Luanda, Angola.

  • The overall goal of the Projecto de Saúde Para Todos – Health for All (HFA) project is transforming USAID partnerships to strengthen the effective use of Angola’s resources to meet the country’s development needs
  • The project team will move beyond “partnership as usual,” directly engaging government, civil society, private sector, and beneficiary partners from day one to co-diagnose fundamental barriers, co-design approaches to strengthen health systems, and co-implement proven interventions, thus building ownership and skills to transform HFA interventions into measurable and sustainable outcomes beyond program end, In the work plan of IR5 MSH is projected to strengthen institutional capacities in 24 municipalities in 5 provinces in northern Angola
  • The Capacity Building Advisor will sit at the central level in Luanda and will be responsible for providing technical assistance for Intermediate Result 5: Capacity of municipal and provincial governments to plan, fund, monitor, and supervise health programs improved (IR5)
  • The CB – Advisor will work under the direction of the Capacity Building Senior Advisor, supporting: 1) municipal governments to craft health plans and budgets and support local partners, and 2) MOH national authorities and Health Provincial directorates, in order to create and ensure synergy with all the different stakeholders
Duties
  • Planning and project development: Provide support and technical assistance to carry out municipal plans, budgets and monitoring activities to ensure the Health for All Project outcomes
  • Support the implementation of activities (planning, budgeting and monitoring) and ensure that IR5 is technically sound, evidence-based and responsive to the needs of the provincial, municipal and health unit level
  • Support the implementation of strengthening activities (planning, budgeting, monitoring, costing health strategies and human resources) in response to specific demands of the National Program Malaria Control (NPMC) - MOH
  • Contribute to write and/or review technical components of materials and publications related to IR 5 and its development
  • Work collaboratively with other project team members in IR5 to ensure that necessary project planning, development, resource availability and management activities function smoothly and efficiently
  • Implementation and delivery of technical results: Ensure the alignment of daily activities with the Project goals, work plan, and standards for high quality, within budget, and on-time deliverables hand over
  • Ensure high-quality project implementation for capacity building portion of IR5, consistent with Angola’s national health policies and strategies
  • Ensure the alignment of daily activities with project goals, approved workplans and standards for high quality, within-budget, and on-time product delivery
  • Serve as a technical resource in the areas of leadership, management, organizational development, and systems, including identifying and adapting technical tools and processes for project needs
  • Collaborate with the IR5 CB Senior Adviser to draft, edit and proofread technical guidelines, materials and reports, including progress, annual, and other ad hoc reports
  • Promote and support the dissemination of project information amongst the project team and to key stakeholders
  • Monitoring, Evaluation and Communications: Contribute to the development and ongoing use of a project monitoring and evaluation framework and plan, including indicators linked to results, that meets all MSH and USAID reporting requirements
  • Provide appropriate, timely, and accurate monitoring and evaluation of project activities and outcomes, and contribute to the completion and submission of project reports to meet all USAID requirements, ensuring that the Result Five activities meet or exceed set targets
  • Contribute to documentation of results and lessons learned from this project and the dissemination of this information within, and beyond, the Project and USAID/Angola
  • Relationship management: Develop and maintain excellent relationships with colleagues, partners, donors and counterparts in provinces and municipalities targets of Health for All Project
  • Work collaboratively with all HFA Project team members to ensure an effective coordination with other IR’s Project
  • Maintain productive and consistent communication with project and technical staff
Requisites
  • The ideal candidate should have a Master degree in a relevant field such as public health, public administration, health administration, health economy, demography, statistics, epidemiology
  • S/he should have atleast five (5) years of related experience and proven leadership, management (planning and budgeting processes), organizational development, human resources, health information system strengthening (quality collection, analysis, dissemination, and use of health information) expertise
  • In additions, s/he should have state-of-the-art expertise in health planning, budgeting and monitoring
  • Thorough understanding of the current context and health environment in Angola
  • Technical expertise and experience implementing a complex, preferably USAID-funded, program
  • The candidate of choice should have excellent communications (written& Verbal) and interpersonal skills, demonstrated leadership
  • S/he should have fluency in written and spoken English and Portuguese preferred
  • Proficient in Word, Excel and PowerPoint
  • Ability to build synergies across technical disciplines
  • Demonstrated facilitation and training skills
  • The candidate should be willing to travel frequently within Angola
