Human Resources Manager

Fugro is recruiting a Human Resources Manager, to be based in Luanda, Angola.

Duties
  • Plan, develop and implement strategy for HR management and development including (but not limited to) recruitment and selection policy/practices, discipline, grievance, counseling, pay and conditions, contracts, training and development, succession planning, morale and motivation, culture and attitudinal development, performance appraisals and Quality/HSE management issues, in accordance with Angolan labour laws, and Global HR policies/practices
  • Establish and maintain appropriate systems for measuring necessary aspects or HR development
  • Monitor measure and report on HR issues, opportunities and development plans and achievements within agreed formats and timescales
  • Manage and develop direct reporting staff
  • Liaise with other functional/departmental managers so as to understand all necessary aspects and needs of HR development, and to ensure they are fully informed of HR objectives, purposes and achievements
  • Maintain awareness and knowledge of contemporary HR development theory and methods and provide suitable interpretation to management and staff within the company
  • Contribute to the evaluation and development of HR strategy and performance in cooperation and support of the senior management team
  • Work with departmental managers and advise on office personnel resource requirements and set out job specifications / qualifications. Advise on terminations for reason of substandard performance
  • Liaise with department heads regarding recruitment requirements for field operations staff
  • Training provision for department staff
  • Focal point for queries and problems related to Human Resources issues
  • Assist with the preparation of employment contracts
  • Assure departments compliance with Angolan laws and regulations
  • Flag the validity of employment contracts to relevant managers
  • Assist with the implementation of staff employment benefits
  • Ensure registration of personnel in an appropriate database
  • Maintain and update personnel and training files (except offshore related training)
  • Act as focal point and keep track of personnel insurances (e.g. medical insurance, workmanship and travel insurance)
  • Assist with IRT and Social Security procedure and assure timely adherence to local requirements
  • Advise on and assist with recruitment process
  • Assist with sourcing potential candidates, as required
  • Assist with application interviews and exit interviews
  • Establish and maintain professional relationships with educational institutes
  • Notify managers to carry out performance appraisals and staff development interviews
  • Evaluate performance of assigned staff
  • Contribute to setting and achieving company’s business objectives from an HR perspective including active participation in Senior Management Team
  • Manage and control departmental expenditure within agreed budgets for own department
  • Outline investment requirements and prepare budget with the Managing Director and Financial Controller
  • Approve expense accounts for supervised staff
  • Keep regular HR records to support regular Local Content reporting to MinPet / MAPTESS as required.
  • Keep up to date register of applications, recruitment activities and interviews including rejections
  • Assist with preparation of regular Local Content report to MinPet
  • Liaise with MinPet, Maptess and other governmental audits as and when required
  • Participate and represent Fugro Angola in HR meetings and events as and when require
  • Actively participate in adherence to and improvement of the company Integrated Management System on Quality and HSE related issues
  • Implementation of Company Policies
  • Implement Fugro HR initiatives
  • Report directly to Managing Director
  • Work with Managing Director and Departments Managers for efficient resolution of Human Resource issues
  • Work with Managing Director and Financial Controller for financial and administrative controller (if applicable)
  • Work closely with Fugro Regional HR Manager
  • Work with Department Managers to facilitate the interaction between staff and managers
  • Meeting with own team on a regular basis as well as on a project basis
Requisites
  • Formal Higher level qualification in Human Resources related discipline
  • Minimum 5 – 8 years experience
  • International and/or Oil & Gas experience preferred
  • Very good knowledge of Portuguese and English language, written and spoken

  • Managing Client Focus: support the process to create a create a client oriented culture and atmosphere among his/her staff members, resulting in client satisfaction
  • Agility: The proven capability to be flexible, responsive, adaptive, and show initiative in times of change (e.g. priorities, work planning/location, skills/technologies, work processes, relationships), uncertainty and opportunities
