Marine Pilot Advisor

Angola LNG is recruiting a Marine Pilot Advisor, to be based in Luanda, Angola.
Duties
  • Shall oversee the navigation and mooring operations of all commercial vessels, conducting business at the ALNG Marine Terminal until such time as there are sufficient Angolan direct hires with qualifications and demonstrable competence to safely perform this role
  • Provide Pilotage and Loading Master services to LNG, LPG, compressed butane and Condensate Tanker vessels' berthing and unberthing operations at the ALNG Marine Terminal
  • Liaise with the Marine Services Contractor for the timely provision of all small vessel services required for terminal operations
  • Mentor marine personnel in pre and post berthing inspections, as necessary, to ensure compliance with ALNG terminal requirements, government regulations and industry standards, additionally must develop training programs for Marine Organization personnel, specific for that job description
  • Oversee Line Handlers involved in berthing and unberthing operations to ensure safe working practices and proper handling of Terminal Equipment
  • Assist in the development of a program of regular inspections and surveys for Channels, Berths, Mooring and Cargo equipment
  • Coordinate activities related to the reporting of deficiencies, continuous improvement requirements, and prepare reports to carry out scheduled and unscheduled maintenance, as required, in consultation with the Terminal Supervisor and Marine Maintenance Department
  • Coordinate and supervise (with divers and third party contractors) scheduled and unscheduled maintenance and repair to the berths and associated equipment
  • Assist with development of SOPs for marine activities, adherence with MOC (Management of Change)
  • Assist in safety training, compliance reviews, near-miss/incidents investigations, emergency readiness response, spill reporting and response, safety and communications meetings/implement behavioural based safety principles by making observations and encouraging participation from the workforce
  • Provide guidance to accident investigations on export and marine systems; assist in the spill response process, support coordinating assistance to disabled and distressed vessels, including providing assistance to the On-Scene Commander to ensure organizational readiness
  • Assist in carrying out inspections/audits and summary reports on the condition and compliance of vessels on hire to ALNG and visiting the ALNG Marine Terminal
Requisites
  • Master Unlimited tonnage/Class 1. STCW 95 Master Class Certificate; Liquefied Gas and or Dangerous Liquids
  • Must be experienced in large and small vessel navigation and pilotage
  • He/She shall have experience in LNG, LPG and Oil Product cargo transfer operations, including emergency shutdown (ESD) procedures, the effect of planned maintenance activities on cargo operations, familiarity with Ship-Shore Link (SSL), Terminal Security, ISPS requirements, Marine Communications Procedures and Protocols, Vessel Traffic Systems (VTS), and the administrative requirements for vetting, clearance, cargo measurement and associated vessel logistics and documentation
  • Minimum of 10 to 15 years of VLCC/ULCC crude tanker and/or LNG/LPG carrier experience, with at least 5 years as a Chief Officer, additional knowledge of oil field operations would be beneficial
  • Familiarity with Vessel Traffic Management Systems and understanding of Weather Warning Systems. Working knowledge of ISPS and interfaces issues within an operating LNG/LPG/Condensate facility and established port
  • Experience as Mooring Master or Docking Pilot required
  • LNG ship handling experience preferable, however crude oil tanker experience will be considered
  • Pilotage experience is essential, including use of modern large bollard pull rated towage vessels
  • Close quarters ship handling, use of tugs and mooring equipment
  • Small boat experience for management of the workboats - Desired
  • Training and development skills, with willingness to transfer knoweldge; ISO/ISM certification - Desired
  • Advanced knowledge of MS Office (Excel, PowerPoint, Word, Access and Outlook)
  • Must be fluent in English, (Fair understanding of Portuguese is desired)
