World Health Organization is recruiting a Medical Officer, to be based in Luanda, Angola.

Duties
  • Provide policy advice, and lead the health policy dialogue with the Ministry of Health and stakeholders on Malaria and all its components, with particular focus on the activities linked with overall goals of the Global Fund
  • Support the development of a National Strategic Plan against Malaria, as well as, Operational Plans both at National and Provincial levels to strengthen the fight against malaria; support planning activities of all components of the National Malaria Control Program (Integrated Vector Management, Advocacy, Communication (IE&C and BCC) and Social Mobilization (ACSM), diagnosis and treatment of malaria cases at the community level); participate in all meetings organized by the NMCP coordination
  • Strengthen the partnership for the fight against Malaria in Angola, particularly with the NMCP, UNICEF, USAID, the World Bank, the PMI, the PSI, international and national NGOs without forgetting the communities themselves and the Forum of National Partners in the Fight against Malaria; and participate in all meetings of the partners involved in the fight against malaria
  • Provide technical support to the Surveillance, Monitoring and Evaluation activities for malaria and support the development and implementation of a monitoring plan of activities in the context of the objectives of Roll Back malaria; ensure development, revision and dissemination of adequate monitoring and evaluation tools in all health facilities in the public and private sector of the country, implement regular data collection, analysis and dissemination through interim and annual reports of the NMCP; help organize follow-up meetings and evaluation activities at all levels of the health pyramid, monitor the regular reporting of activities at municipal and provincial level
  • Provide support to the NMCP in the planning of trainings of health personnel in various priority interventions (case management, prevention, epidemiological surveillance, outbreak prevention, operational research, monitoring and evaluation) and contributes to the strengthening of health care management at central, intermediate, district and local levels This includes support in identifying training needs; the development of malaria treatment policy and algorithms; the development and implementation of a training and monitoring plan after the training; updating manuals and other training tools; the dissemination of manuals and support technical sheets, training sessions at the national level and the need at the provincial level
  • Support advocacy for collaboration among stakeholders and ensure strong support to the regional initiatives to fight malaria, including the SADC project Elimination 8 (Malaria Elimination in eight SADC countries including Angola and Namibia through the TRANKUNENE project) focusing on the border between Angola and Namibia
    Support the program in mobilizing financial, human and technical resources required for implementation of Malaria activities and control
  • Perform other duties assigned by WR
Requisites
  • Minimum of 7 years of experience in communicable diseases and vector-borne disease control activities, including experience in malaria control and/or malaria research at international level. Experience in monitoring and evaluation, operational field research. Working experience in developing countries, especially in Angola is preferred
  • Master degree in public health with specialization in epidemiology; tropical medicine training/diploma

  • Proficiency in office software, namely Word, PowerPoint and Excel, as well as, health information and data analysis tools (e.g. STATA, Epi INFO)
  • Written and spoken fluency in Portuguese or Spanish as well as written and spoken fluency in English or French are essential
  • Working knowledge of other UN languages is an advantage
