Management Sciences for Health is recruiting a Testing, Care and Treatment Assistant, to be based in Luanda, Angola.

Description
  • The Testing, Care and Treatment Technical Assistant will work as part of a team to ensure that CSO partners improve their ability to offer HIV counselling and testing regularly to KP members as well as link HIV+ patients to care and treatment
  • As part of the Testing, Care and Treatment technical team, the Assistant will contribute to ensuring national clinical standards are followed by teams and that they are knowledgeable and competent to offer clinical services in the community
Duties
  • Assist with the development, implementation and monitoring of a differentiated model of care for KPs with staff and technical experts in line with the project work plan and their needs
  • At the direction of the Testing, Care and Treatment Sr. Technical Advisor, contribute to the reproduction and utilization of tools and job aids in line with national protocols for how pre and pos- counselling, linkage to care and treatment should be performed in the community
  • Be a role mode to CSO partners’ HTC counsellors and peer navigators supervisors in providing supportive supervision of community teams, during outreach and prevention activities at hot spots
  • Provide constructive feedback on how to do risk-reduction counselling and positive living talks in group and individual counselling sessions
  • Work with the HIS and organizational development teams to conduct microplanning, and monitoring and evaluation of progress against targets with CSO community teams
  • Contribute to organizing and ensuring CSO participation at case management meetings held at target ART facilities
  • Support the organizing of advocacy meetings with the police and hot spot owners in order to avoid night arrests and work disruptions for community teams
  • Support the organizing and record keeping of weekly peer navigator meetings to discuss cases needing linkage to treatment, clinical monitoring and viral load testing
  • Assist in documenting project results and impacts in various forms, including interviewing peers, conducting client satisfaction surveys and contributing to regular quarterly and annual reporting
  • Support the team with setting up logistics during proficiency testing meetings
  • Provide support to HTC counsellor supervisors at CSOs with proper biological waste disposal
  • Keep patient and colleagues’ information confidential
  • Perform other duties as directed by the supervisor
  • Scan documents and print files and prepare HIV prevention kits when needed
  • Respond to queries for information and access relevant files
  • Contribute to the development of annual project workplans, quarterly technical reports in Portuguese
  • Follow MSH’s administrative procedures to ensure a proper management of resources for the office and the project
Requisites
  • Primary level or the ability to read and write in Portuguese
  • At least one-year experience providing HTC services to key populations in the community in Luanda province
  • Demonstrated ability to respect the confidentiality of KPs and colleagues in the program
  • Demonstrated experience speaking in public on topics of KP needs, HIV related services and/or introducing the project to institutional stakeholders such as the National HIV and AIDS Institute (INLS) and provincial health office
  • Articulate, professional, and able to communicate in a clear, positive manner
  • Ability to inspire peer educators and Trans women
  • Ability to de-escalate conflicts among peers
  • Basic abilities with the use of a computer and smart phone including surfing the web a plus
  • Ability to work effectively, both independently and in a team unit
  • Desire to promote the human rights of FSWs, MSM and Transgender individuals
  • Demonstrated ability to manage and complete numerous tasks with a high degree of organization and limited resources
  • Ability to past proficiency testing
  • Demonstrated experience working with civil society organizations to plan and implement health-related activities
  • Demonstrated experience of proactively identifying risk, addressing issues and appropriately communicating these to the project senior staff
  • Demonstrated experience of establishing strong working relationships with colleagues from different organizations and cultures
  • Ability to meet deadlines with strong attention to consistency, detail, and quality
  • Physical Demands: Keyboard use, pulling drawers, lifting papers <10 lbs
  • Willingness and ability to travel within up to 50% of his/her time as required
